The 24 year-old former Scotland U-21 midfielder has previously played for Glasgow Rangers, Sheffield Wednesday and Portsmouth.
He featured in 23 games for Dunfermline scoring three times. Allan Johnston’s men finished fifth in the Scottish Championship, missing out in the promotion play-offs by four points.
He’s expected to join the bit o’red in July subject to International Clearance. He will sign until the end of the 2017 season.
